My name is Hayley Edwards, and I am running to represent our vibrant Rockingham community in the Western Australian Parliament. My life has been dedicated to service—from my time as an Air Force medic to working as a nurse, paramedic, business owner, Deputy Mayor, and volunteer with Marine Rescue Rockingham alongside my husband. Making a meaningful difference in people’s lives has always been my passion, and I am committed to bringing this dedication to representing Rockingham in Parliament.
Rockingham has incredible potential. Together, we can build a safer, healthier, and more prosperous community. Having lived, worked, and raised my family here, I understand the challenges we face and the opportunities that lie ahead.
Two of our four kids have just finished Year 12—one has secured an electrical apprenticeship, and the other is attending university while working at Coles. Like many parents, I know how hard it is for our kids to get ahead.
I’m determined to ensure they have the opportunity to afford a rental and, eventually, buy their own home.
As your representative, I aim to focus on the critical areas that truly matter to our community: education, health, and crime. It’s time for a representative who will fight for what’s right for Rockingham—not a party, but for us.
You may have consistently voted for one party in the past, but this election is different.
It’s vital for our future. WA families have had enough of ideology-driven politics. It’s time to prioritise real solutions that make a tangible difference in people’s lives.
Making Rockingham a marginal seat is the only way to secure the investment and attention we deserve.

Community safety is my top priority, and I am dedicated to ensuring that every Rockingham resident feels secure at home, work, or within their community. A vital step in achieving this is securing a fully resourced 24/7 police station to provide consistent, immediate responses to crime and deliver around-the-clock protection for our residents. Family violence in Rockingham has reached critical levels, with family assaults increasing by 26% since 2017, breaches of Violence Restraining Orders rising by 33% statewide, and family-related violence surging by 39%. A Mettam Liberal Government has a $510M plan to crack down on crime and support our police.
The Rockingham Foreshore is a vibrant community hub that draws large crowds each year but lacks dedicated spaces for young people.
To address this, we’re committing $500,000 to create a purpose-built youth activity space featuring a skate park, play zones, exercise equipment, and shaded picnic areas. These upgrades will enrich community well-being, provide safe spaces for youth, and attract more visitors to our region. The overwhelming support for the Marina petition highlights its importance to our community. Despite Labor’s lack of backing, we are determined to ensure this transformative project drives economic growth and creates jobs for Rockingham.
Rockingham’s rapidly growing population is putting immense pressure on our local mental health services, homelessness support, and early intervention programs for young people.
Families in crisis are struggling to access the help they need. With mental health service wait times tripling over the past two years, urgent action is required. The WA Liberals are committed to securing the resources our community needs. This includes a $300 million investment to support our vital not-for-profit sector and $80 million dedicated to improving mental health services and strategies. These investments will increase program funding and ensure timely assistance for those in crisis
Rockingham stands at the forefront of Australia’s AUKUS partnership.
We are poised to play a vital role in this historic initiative. However, decades of neglected infrastructure and insufficient housing have created significant challenges. Inadequate road networks frustrate residents and constrain businesses, while poor access to key areas like Garden Island limits our ability to support defence operations and the community’s growing needs. We must prioritise modern, efficient infrastructure and affordable housing solutions that that not only meet the demands of AUKUS but also respect and enhance the quality of life for our residents.
Every family in Rockingham deserves access to high-quality recreational spaces, regardless of where they live or their income.
We’re committed to revitalising older playgrounds in established suburbs, investing $300,000 to upgrade Fantasy Park, Wilson Park, Alf Powell Reserve, and Bayview Reserve. These modern, safe play spaces will promote health, well-being, and social connections across our community. The WA Liberals will also support local sports and community groups with $500,000 to transform the Rockingham BMX Track into a premier facility for riders, $200,000 to enhance the Westerly Family Centre, $300,000 for upgrades at the Safety Bay Bowling Club and $150,000 to the Rockingham Bowling Club.
Rockingham has a thriving senior community, with 24.5% of residents aged 65 and over—well above the WA and national averages.
However, the Autumn Centre, our city’s only dedicated activity hub for older adults, no longer meets the needs of our growing population. The WA Liberals are committed to investing
$1 million in its redevelopment. This upgrade will enhance wellness spaces, improve café and dining areas, improve heating and cooling systems, and provide better accessibility. The revitalised Centre will foster stronger social connections, accommodate more members, and provide a welcoming space where our seniors can thrive.
As we approach the end of 2024, we must look beyond the surface of Rockingham and engage with the pressing realities that threaten our quality of life. We find ourselves amid an era defined by Megaprojects, where the magnetic pull of power and money is increasingly dictating public interests, often overshadowing the voices of our community.
Recently, a resident shared a thought-provoking observation: “Sometimes I think the Rockingham community is just a casualty of the Labor ‘Yes-No’ Rubber Stamp.” This sentiment resonates deeply with me and reflects a growing frustration among locals.
We must save our little penguins on Penguin Island.
I know myself and many other community members have spent years fighting to save our little penguins. The harsh reality is that we’re in a crisis, due to our current government's failure to take action.
This video highlights the urgent issues threatening our penguin's existence and the consequences of ignoring scientific advice.
We must act now.

As the AUKUS pact between Australia, the United Kingdom, and the United States ushers in a new era of strategic defence partnerships, our city is uniquely positioned to play a central role. With its prime location and deep ties to the naval community, Rockingham is perfectly situated to benefit from AUKUS's opportunities. The question is: Will we seize this moment, or will we let it slip away?
Local Penguin Colony at Risk of Extinction.
The unique Little Penguin Colony on Penguin Island has suffered a staggering decline of 94% since 2007, leaving a mere 114 Little Penguins remaining.
The current Penguin Island Management Plan is 22 years outdated and needs urgent revision to align with current conservation needs and scientific recommendations.
Perth Wildlife Encounters is a passionate team that focuses on educational and sustainable wildlife encounters promoting wildlife conservation and environmental stewardship. They have been industry leaders for over 33 years and have hosted over 100 school groups tailored to educating and conserving our precious wildlife. After the building on Penguin Island was demolished in 2018, this local tourism operator has lost millions and faces possible closure on this trajectory.
The current situation is dire, and it's clear that we need leadership and a comprehensive plan that benefits everyone.
This plan should ensure the survival of the Little Penguin Colony and the enjoyment of our natural assets by future generations.
